In May 2024, the Malaysian government has launched the National Semiconductor Strategy (NSS) to establish Malaysia as a global semiconductor R&D hub. This bold initiative focuses on transitioning Malaysia into higher-value segments, including integrated circuit (IC) design, advanced packaging, and R&D, while building a skilled workforce and fostering a robust ecosystem. In alignment with these national priorities, Synopsys is taking steps to support Malaysia’s semiconductor ambitions.
Synopsys recently initiated two key programs in Malaysia: an R&D partnership with the Advanced Semiconductor Academy of Malaysia (ASEM), and a talent cultivation initiative with the Penang Chip Design Academy (PCDA).
Synopsys is working with ASEM to launch a series of IC design workshops in Kuala Lumpur starting in October 2025. These workshops will introduce university students, startups, and R&D institutions to industry-leading EDA software and Synopsys’ design flow. The goal is to cultivate 300 talented participants across the region, equipping them with the knowledge and practical skills needed to drive the semiconductor industry. ASEM plays a pivotal role in enabling industries to adopt semiconductor-related technologies, enhancing competitiveness and efficiency.
“ASEM believes that nurturing local talent and fostering industry collaboration are key to advancing Malaysia’s position in the global semiconductor landscape,” said Angel Low, general manager of ASEM. “Our partnership with Synopsys empowers students and innovators with practical skills and state-of-the-art tools, preparing them to accelerate Malaysia’s technology development.”

On July 10, 2025, InvestPenang, a non-profit entity of the Penang State Government, celebrated the official opening of the PCDA, an initiative by the Penang Skills Development Centre (PSDC), marking a significant milestone in Malaysia’s semiconductor landscape. Built on a government-industry-academic collaboration model, PCDA will elevate the region's IC design capabilities through specialized training programs tailored to industry needs.
Synopsys is honored to be the chosen partner for the development of five core IC design disciplines: physical design, design verification, custom layout and virtual prototyping. Robert Li, Synopsys Regional Sales Vice President, joined the opening ceremony, underscoring our commitment to Malaysia’s semiconductor future.
“Bridging the gap between academic learning and industry needs requires equipping future engineers with hands-on experience in IC design. At PCDA, we specialize in delivering industry-focused training in core IC design disciplines, ensuring our participants gain practical expertise aligned with current market demands,” said Dr. Hari Narayana, CEO of PSDC. “Our collaboration with Synopsys ensures that our trainees have access to leading EDA solutions so that they are ready to contribute to Malaysia’s emergence as a global leader in semiconductor innovation.”
“The partnership between Synopsys and PCDA marks a pivotal step in empowering local talent with world-class IC design expertise, aligning industry innovation with Malaysia’s National Semiconductor Strategy and driving sustainable growth for the future,” said Li.

Both ASEM and PCDA will use Synopsys’ advanced tools and methodologies to deliver hands-on experiences in IC design processes. The curriculum encompasses a comprehensive flow that includes design entry, verification, physical design, and prototyping, all powered by Synopsys' industry-leading solutions.
The ASEM curriculum will use:
PCDA training will feature:
These tools provide students with direct exposure to industry-standard practices, preparing them for the real-world challenges they will face in designing the next generation of chips and systems.
The semiconductor industry is a cornerstone of modern technology, and Malaysia poised to become a global manufacturing and IC design innovation hub. The need for skilled talent in IC design has become increasingly critical as the industry evolves. These strategic collaborations between Synopsys, ASEM, and PCDA are designed to bridge the gap between academia and industry, ensuring graduates possess practical, job-ready skills.
Synopsys was selected for its leadership in EDA and unwavering commitment to talent development. The company’s extensive experience and robust resources align perfectly with the goals of AESM and PCDA, ensuring that the training programs are not only relevant but also impactful in shaping the future of IC design in Malaysia.
Synopsys’ collaborations with ASEM and PCDA represent a significant advancement in Malaysia's semiconductor landscape. Together, we are cultivating a new generation of skilled engineers, driving innovation and positioning Malaysia as a global hub for IC design excellence.
